Tyson. Pacquiao has been in a lot of back and forth wars, where as Tyson usually finished guys off as soon as he has them hurt. Pacquiao letting Cotto off the hook comes to mind, as well as not finishing off David Diaz sooner. And let's not forget the first about
Marquez fight.

Pac couldn't finish off clottey, cotto(if it wasnt for the ref being gay), marquez X2 and David diaz.

I think a lot of Tyson nuthuggers on this thread and a bit biased.
Tyson was great at finishing average heavyweights. But Tyson didn finish off the good opponents he fought.
Buster Douglas, Bonecrusher etc.
