I would say Pacquiao has more HOFers on his resume simply because he had better fighters around his weight classes like JMM, Morales and Barrera. Also he has more lineal titles.

Overall though Mayweather probably has fought a greater number of past/current world champions. I would say there about even, arguments could be made for either guy having a better resume.
