Well actually, Floyd Mayweather is one fighter doing OST. Shane Mosley is another. Arthur Abraham. Mikkel Kessler. Many, many more in Germany and Denmark. So it's not ONE fighter.
Furthermore, see the testing in place right now in Nevada? The regular PED testing? Yeah, that. It didn't start "across the board." It started with one fight. Then two. Then three. In fact, it took nearly a decade before it was implemented "across the board".

I believe it was recently changed, they said a fight over something like 140-147 would have to have 10 oz gloves or something like that, but i could be way off. I don't remember i just know they mentioned it live on HBO during a fight a year or 2 ago.

I hope they we would have OST/Year round across the board one day but Rome wasnt built in one day, We have to start from somewhere and if we cant even get one of the biggest fighters in the world (Pacquiao) to do it what chance have we got?

I get the impression he wants 10oz if the gloves are not Grant, as Grant have an anti-hand breaking part to them, if he uses other gloves without the protection he wants them bigger for the extra protection I think.
The issue isn't about Floyd wearing Reyes or any punchers glove. It's about him demanding 10 oz gloves. Let them both pick what gloves they want. Besides Floyd is known to use 8 oz gloves, specifically in his last fight with Mosley.
From what I understand, it was the type of glove (Reyes) and not the size. I could, very well be mistaken, but the type of glove was specified by Manny, for both fighters.

The meeting was requested by Bob Arum, who wants to stage Cotto-Margarito in Las Vegas (at the MGM Grand), but apparently Cotto will only accept it if he can wear 8-ounce gloves.
Arum wants it in Las Vegas b/c he expects it would do better numbers and media coverage on the West Coast.

"The highly anticipated bout between welterweights Antonio Margarito and Miguel Cotto could be headed out to the desert after all. As the Nevada State Athletic Commission has agreed to meet with promoter Bob Arum and discuss their rule which mandates that all fighters over 136-pounds must wear 10-ounce gloves.
According to Arum, Cotto would balk at wearing anything other than his customary 8-ounces of leather.
" There is a hearing on Thursday," said Arum, on Friday afternoon. " It would be disgraceful if they didn't. Because I've been asking for it, there's a tremendous revenue for the state. It's a fight, I assume, would be great for the casino and everybody. And to not even have a hearing to determine, to discuss whether to do it would be almost criminal."
If the bout were to take place in Las Vegas, it would be staged at the MGM Grand.
"I know their doctor is going to testify, the commission doctor," stated Arum." Who has apparently concluded there's no damn difference."
If both combatants agree on 8 ounce glove size then you can go down to 8 oz. gloves
