Try to segregate each one from the other (commish and contract) as they are different. Antagonize Manny with weight penalties and not abiding with commish rules, but not in the same sentence with OST, as that is contractual!

floyd doesnt have to do anything extra required by the commission to meet or avoid pac's demands or penalty. HE JUST HAVE TO MAKE WEIGHT, which IS a rule by the commission.
while
pac has to follow an EXTRA RULE, that's NOT required by the commission to meet floyd's demands.

Contract stipulation: Random OST drug testing before the fight
Commission: 25% of the fighters purse for not meeting weight
Contract stipualtion: 10 million dollars per pound the exceeds agreed weight
