How is Margarito not a mandatory if he's ranked number one by the WBA? His ranking implies that he's the mandatory challenger for the title. If he doesn't agree to defend against the number one ranked challenger, he must either vacate or he'll be stripped of the title.

Being ranked no 1 doesnt make you a mandatory challenger because Cotto has a voluntary defence.Besides where will the fight take place?IF Cotto is asked to make a defence within 90 days and Margarito who is suspended indefinitely doesnt get licenced what happens.Is Cotto obligated to fight in Mexico?
