Saul is at a pivetable point in his career. He's still a very young fighter in terms of age - but he's been fighting as a professional long enough to amass a respectable record and following in Mexico. Now Alvarez is entering that 30+ fights arena where a fighter can usually be expected to have developed some habits or stylistic traits that they'll carry for their career.
Saul is young, but you don't want to keep feeding him opponents that might allow him to develop bad habits or weaknesses in his style. I don't care who they are, if you've fought 35-40 guys, you're going to have some pretty concrete habits evolving.
Saul is young, so give him another 3 or 4 guys, one better than the next, and have him go for title contention within the next two years.
