Its apples and Oranges to compare Judah to Oscar and Shane. Especially when Floyd was at WW and settling in rather then at 130 or 135 trying to call out WWs.

No Baldomir was the WW Lineal Champion.

Why didnt he fight Cotto and Marg?

Because Bob Arum wanted him for a 3 fight deal that included Marg, Cotto and Hatton. Floyd dint liek the cash for the Hatton and Cotto fights so he said no thanks. Fought Baldi then fought Oscar.
