No, he should not. This would set an extremely bad example and even a precedent for contenders(not even speaking of champs) demanding things that are out of that commision's rules. First it would be OST, then it could be the contender demanding that they tie champs left hand behind his back because he wants 'fair chances'. What is a fact, not an opinion, is that Wlad was never accused, caught or in any other way shaken into a doping scandal in either his amateur or professional career.

It's also a fact that he won't take the strictest tests that are available. History will show that, for better or for worse.

      Just like with Pacquiao.

Exactly, no one will remember Povetkin.

Obviously if Wlad doesn't take these tests people won't take him seriously.

Just like nobody takes Tyson, Foreman, Ali, Frazier or Holmes seriously because they never submitted to any blood testing during their careers.

Povetkin doesn't really have any leverage to demand for additional tests and I was under the impression that the testing in Germany was quite effective already.

I think Povetkin should take on a live opponent like Arreola or Peter. I'm not too sure if he can take a punch from a big puncher.

The ducking of Wlad by the top heavyweights is unprecedented as far as I can tell.

There are two guys who might arguably deserve to share a ring with Wlad and both of them are absolutely terrified about the possibility.

Even a young George Foreman, who was basically killing people in the ring, had no trouble getting the top heavyweights to fight him.

Or Mike Tyson, the baddest man on the planet, he had no trouble getting not 1, not 2, but 3 champions to fight him in the span of 9 months on his way to unifying titles.

                  Don't compare Foreman's opponents to Wladimir's.

I just don't think Haye or Povetkin have the confidence, or have atleast been advised not to fight them as of yet. It's a big step to go from fighting Eddie Chambers, Chris Byrd and Jason Estrada to fighting Wladimir Klitschko. Those three fighters, although respectable, in no way have prepared Povetkin for anything he'll have to deal with if he fights Wladimir. Haye beat Valuev and Ruiz, but Valuev's terrible and Haye barely got by him, Ruiz is old and kept plodding forward while taking Haye's best. If he demolishes Chagaev, maybe then.
