'USADA is not capable of certifying that athletes are clean': Exclusive Interview with Victor Conte

Much has been talked about around the boxing circles in the past 6 months regarding performance enhancing drugs and steroids thanks in large to Floyd Mayweather Jr.'s steroids insinuations against other top fighters in boxing including potential opponent Manny Pacquiao.
So instead of assuming, guessing and asking misguided questions, I went to one of the experts when it comes to steroids and HGH, the infamous Victor Conte. Conte is known for involvement with Barry Bonds and several other athletes in the past who were caught with doping.
Conte served time in prison and has since vowed to clean up his act, but still continue to help elite athletes perform at an optimum level.
Check out part one of my interview with Conte below as he discussed steroids with me in length and other factors surrounding it as well as Manny Pacquiao and Floyd Mayweather Jr's continuing saga with performance enhancing drug accusations.

Victor Conte - "Boxing is different than Olympic caliber sports. You have individual fight. My prescription or recommendation would be, once you become a ranked fighter in the top 10, you should be subjected to 24/7 365 testing,"
"Let's just take for example this recent fight between Floyd Mayweather and Shane Mosley. They signed up for this USADA testing, but they actually started five weeks out. Now recently it's recently come out that they didn't even start testing til' 18-19 days before the fight. They initially did some blood testing and urine testing and it was supposed to be random and of course the athletes always have the threat that they can be tested at any time and that can pose to be a deterrent."
"There's no blood testing now that is fool-proof. As an example with the Olympic athletes let's just say during the time frame of Beijing in 2008 which was in August of 2008. When the athletes that made the decision of using performance enhancing drugs used them, specifically anabolic steroids and growth hormones, was back in the October, November, December time frame the year before in 2007. This is when they used steroids in conjunction with an intense weight training and they build the explosive strength and speed base that serves them months and months later throughout the competitive season and at the Olympic games."
"So back to this Mosley-Mayweather fight, either one of these guys could have been using anabolic steroids months and months up until the time... whatever the date was.. I believe the first testing the did was March 22nd before the fight on May 1st. The way steroids work is called the process of cell volumization. And they make you pumped up and more nutrients and more fluid gets inside the cells which will also make you tight and lack flexibility and speed when you're on these. You develop your strength base but you have to taper at least 2 weeks before your body comes down to a normal fluid balance and you could utilize that strength, power and speed."
"Yes for a short period of time, about a three week time frame, they were subjected to testing, actually it was just about a two week time frame and the final 18 or 19 days there was no testing. Now I'm giving ways on circumventing the testing so you understand that USADA as an example is really not capable of certifying these fighters are clean."
