    The entire program is a deterrent. People do not know when they will be tested, so they are deterred from cheating. If you have an agreed cutoff date, like Pac wants, you are 100% sure of when testing will stop, so you have a window to cheat.

    Would I have liked to have seen them tested closer? Sure.
    Is this information actually correct? Coming from Bob Arum, call me skeptical. That guy is a bag of ****.

          radically new or innovative; outside or beyond established procedure, principles, etc.:

          I'd say it would be fair to call something that was "never done" revolutionary on the basis that it is "new" and "beyond established procedure".
