I agree with you, but leading by example doesn't always get you the results you want (if you even want them in the 1st place). The state commissions stated they'd look into different measures of testing, but they're not holding Floyd's hand by any means either.

As far as what you believe the commissions' opinions on Pacquiao are, I can't comment on anything you yourself believe they "might" think, so it's irrelevant really. In the case of the NSAC (where Pacquiao has also mostly fought recently), they've tested Pacquiao numerous times and not once has he been caught using anything illegal. So how would the commissions look down on him based on why he didn't want to abide by Floyd's testing demands when he's passing the tests they themselves are mandating?

But to me, it looks worse if he flat out denied taking any tests in the 1st place as opposed to them compromising. Pacquiao's team made an issue about it in the beginning, but then compromised from 30 to 24 and I believe to 20 and Floyd didn't budge. If Pacquiao's team were hiding anything, I doubt they'd go along with any type of tests which seems to be a bit more rigorous than that of the NSAC (who apparently don't do their job up to standard by some now, but have passed both Floyd and Pacquiao as clean fighters). Plus, Pacquiao also stated if the NSAC mandated a new testing protocol that he'd abide by that as well.

All in all, I think we just have a situation where you have two guys with extremely big egos clashing. Once the smoke clears, I believe they'll fight.
