I honestly believe he'd fight Pacquiao without the testing, but he sees how crazy the testing situation got blown out of proportion and he ran with it (smart if you ask me).

But I think he knows how big this fight is (as well with Pacquiao) and they'll come to a compromise and the fight will happen.
Floyd is doing nothing but leading by example, he doesn't have to organize a protest, a youth rally, or set off a bonfire in D.C. to prove that he's serious about cleaning up the sport, Every commission in boxing has heard and is watching what happens with Floyd and USADA with interested eyes, he has made his point by undergoing the testing and considering that New York and Nevada's Athletic commission have already stated they will change, Floyd has been effective and successful.

What I'll say to you is do know that every commission has also heard Pac's refusal, excuses, and bull**** request for cut off dates, you tell me who you think the commissions will give more gravity to.

What boxing? WHERE have you discussed boxing? All you talk about is Floyd Mayweather and how boxers who aren't of African American decent are inferior. People have asked you legitimate boxing questions and you continuously fail to respond to them. you didn't even know who Calderon was and you claim to have more boxing knowledge than everyone on this board. You called Barrera is simple brawling slugger for Christ's sake. How transparent can one be?

If you, we, me, the boxing world already know NSAC is not going to implement OST then why should Floyd waist his time taking it to them. Now If NSAC implements it sometime in the future thats great but Floyd is concerned with a November date with the Steroid King Manny Pacquiao.

USADA as you, we, me, the boxing world already knows will conduct OST right away and do it the right way. So it makes more sense for Floyd to work with an organization that is up front and uncorrupted in their drug test policies. NSAC as you, we, me, the boxing world already knows, for years has let fighters negotiate many aspects of the fight.

Floyd has proven with the Mosley fight that with NSAC, a fighter can also negotiate OST as conducted by USADA sucessfully, so apparently by going to USADA and not the commission Floyd made the right decision.
              Two points:
              1. It is not in the better interests of the NSAC to improve testing. Too much revenue to be lost if a positive test happens before the fight takes place(and tourist dollars get spent in Nevada casinos)

2.*******s act like they don't know that Arum will just bring Pac to Texas if the NSAC even hints at fixing testing. They will then accuse Mayweather of being a ***** for not fighting in TExas.

Yep, when its said and done, boxing does not have better testing cause those in the sport dont want to pay for it. Floyd is willing to pay for it and thats why in my opinion, he is a special fighter.

I agree with you, but leading by example doesn't always get you the results you want (if you even want them in the 1st place). The state commissions stated they'd look into different measures of testing, but they're not holding Floyd's hand by any means either.

As far as what you believe the commissions' opinions on Pacquiao are, I can't comment on anything you yourself believe they "might" think, so it's irrelevant really. In the case of the NSAC (where Pacquiao has also mostly fought recently), they've tested Pacquiao numerous times and not once has he been caught using anything illegal. So how would the commissions look down on him based on why he didn't want to abide by Floyd's testing demands when he's passing the tests they themselves are mandating?
