Why Petition the Commission When USADA WILL Do It?

For those who like to say take it to commission, why would Floyd want to waist his time like that? If you, we, me, the boxing world already know NSAC is not going to implement OST then why should Floyd waist his time taking it to them. Now If NSAC implements it sometime in the future thats great but Floyd is concerned with a November date with the Steroid King Manny Pacquiao.

USADA as you, we, me, the boxing world already knows will conduct OST right away and do it the right way. So it makes more sense for Floyd to work with an organization that is up front and uncorrupted in their drug test policies. NSAC as you, we, me, the boxing world already knows, for years has let fighters negotiate many aspects of the fight.

Floyd has proven with the Mosley fight that with NSAC, a fighter can also negotiate OST as conducted by USADA sucessfully, so apparently by going to USADA and not the commission Floyd made the right decision.
