I'd say Gatti hits pretty hard. The thing with Gatti is, his punches generally aren't as sneaky as Mayweather's. Mayweather doesn't need as much power to knock a guy out, because he catches you off guard, and off balance. He hits you and you don't see it coming. Gatti loads up, and the guy has a chance to prepare for it. I'd say a punch that's lighter and you don't see can be just as dangerous as a heavy punch when you're standing your ground.
I do think Gatti has more skill in the ring than people give him credit for. He has reasonable foot speed, and can throw some pretty fast punches. The thing with Gatti, is most people remember the fights when he wasn't training very hard. I'm not saying he's at Mayweather's calibre as a boxer, but he's definitely not an unskilled brawler. He can brawl, but he can also box. I think Gatti is going to have to brawl to beat Mayweather, because if he tries to fight skill vs skill, he'll lose for sure.
