              Pacquiao! Mosley in his prime had good power but he has only four knockouts in his last 15 fights. He lost six of them which makes it obvious he has been on the downslide for awhile.

                      I would say Mosley, however it is hard to gauge when one fights with 10 oz gloves and another fighter fights with 8oz gloves.
