I'm going to assume you mean straight up and not "P4P", in which case it's easily Mosley. Mosley is extremely powerful, total body physicality and punching power. Yet, of course, for some reason, people think even though he's still extremely strong, quick and durable, that if Pacquiao fights him, he's "cherrypicking".
