No, but that isn't the point. The point is, it is not relevant till its an actual part of boxings rules. Manny doesn't have to and shouldn't bend over to meet anyone's demands, especially after being unfairly slandered. But he is willing to compromise to get this fight made. Floyd is not the sanctioning body, he came up with this crap primarily because he wasnt sure he could beat Paq, got out of it, planned on fighting Nate Campbell or Matthew Hatton, then suddenly SSM was standing in front of him and there was no way out. That is why he has been talking more smack than even what is normal for him, it is how he deals with stress.
