His 1st championship at 147 was Judah's IBF belt that wasn't on the line vs. Baldomir because Baldomir refused to pay the sanctioning fee.

Here's a list of Pacquiao's titles, from Boxrec. I put in bold, the WBC Official belt.
Regional & Minor Titles
* OPBF flyweight champion (1997-98)
* WBC International super bantamweight champion (1999-01)
* WBC International super featherweight title (2005-present (Nov 2007))
World Titles
* WBC flyweight champion (1997-98, lost title when he failed to make weight for title bout)
* IBF super bantamweight champion (2001-03, vacated to fight at featherweight)
* WBC Super Featherweight champion (ROBBED MARQUEZ)
* WBC Lightweight champion (VACANT PAPER-BELT - DIAZ)
* WBO Welterweight champion (CATCH-WEIGHT BELT)
As it turns out, Pacquiao is really only a 5 division champion which is what he's listed as under the British Boxing community. Considering his WBO belt is a paper-belt from Michael Jennings, his Lightweight belt from Diaz, and his super-featherweight belt a robbery, his titles are not really that impressive.
In comparison, Mayweather was the official WBC champion (never fought for a vacant paper-belt) at 130, 135, 140, 147, and 154.

And while I agree that the WBC title was the most coveted for awhile I just don't see it like that today. Not one of the 4 major orgs is any better than the other today. They're all corrupt and have lousy biased rankings. They have all watered the word champion down with their diamond belts, interim champions, super champions, champion emeritus, etc., etc., etc.,. None of them have any prestige, and if you asked a regular joe off the street who the WBC lightheavyweight champion was, or the WBA super featherweight champion, he's have no idea.
i don't think anyone will argue against that point today. they need to up thier game.

Really like Floyd, I don't give a **** about any of those belts anymore... We as fans know who's the man at what weight class and who's considered the best... But as for Floyd only wanting to fight for the WBC belts before it's because the WBC belt has been around the longest (i think) and has been considered "the belt" and alot of greats have held it

First, I don't see where Pacquiao falls into this thread.
Second, I don't think Floyd has anything particular for the WBC title. He has held other titles as well. Just because he doesn't want to pay the WBO, doesn't mean that he only wants WBC titles. So Floyd bashers gtfo, really.
Third, I think it's pretty unanimous that people generally accept the WBC title as the most legit title of the belts. Why? I don't know, maybe because most of the time when you go get the WBC title, some beast of a boxer is holding it.
