Morales killed his body to make weight, couldn't hydrate properly, and Pacquiao came in the ring bigger to add insult to injury.

2.) Manny Pacquiao put a weight penalty on Oscar De La Hoya. If he came in a single lb over the limit, he would be fined an absurd amount.

3.) Pacquiao forced Cotto to fight him at a catch-weight and forced him to put up his belt on line even after Cotto said he didn't want to since he wasn't allowed to weigh-in at his full limit.

The commission has it's own rules to punish anyone who fails to make weight. It is not a boxer's job to set the fine amounts. An example is below:

Manny Pacquiao, in 1999, around the same time Mayweather was dominating opponents such as Hernandez and Manfredy as the official champion, failed to make weight. Pacquiao lost his title on the scales and was penalized by the COMMISSION. Pacquiao was knocked out in the 3rd round by Singsurat despite having an unfair weight advantage.

Pacquiao has requested Mayweather wear 8oz gloves. This is only allowed by the commission if both fighters agree, as 10oz gloves are standard. Mayweather, showing his desire to get the fight signed, agreed to Pacquiao's demand.

Pacquiao then requested Mayweather be fined $10M if he weighs in a single lb over 147. This is the job of the commission, not Pacquiao, but Mayweather once again agreed.

Mayweather's only demand, was OSDT, which would be done to both of them, not just Pacquiao. This is allowable by the commission if both sides agree, just like Pacquiao's glove size demand. After initially agreeing, Pacquiao would change his mind and once again try to change the rules of an official organization, by requesting the USADA to change their standard rules and set cutoff dates which would render the random testing useless.

It's time Pacquiao stop trying to change the rules and let these organizations do their job. His behavior has been a total embarrassment to the sport of Boxing.
Catchweights are contractual in all those situations and those mofos agreed to the stipulation. So why blame Pacquiao?

Just coz Pacquiao refused to a Floyd request doesn't mean he's the devil, it's a matter of YES/NO.

Pac offered catchweights to his opponents and they said yes.

Floyd requested OST outta cleaning the sport of boxing for the first time after his 40 fights, Pac said no.

What commision are they changing if they're stipulating everything in the fight contract, something which the commish has no hand of?

Erik Morales demanded Pac to wear Winning Gloves in their first fight, and they agreed to do so. Asking Erik Morales to pay excessively for being overweight is reasonable considering that its the fighters professional obligation to make weight in the first place. Besides it is the fighters prerogative to void the fight if the other fighter fails to make weight (ala Corrales/ Castillo III) since it does place him at a disadvantage.
At least with this stipulation, the fight will continue and fans wont be disappointed if one of the fighters dont make weight.

Seriously, you want to blame Pac for this. Pac was coming up from 135 to 147, against a guy whose natural fighting weight is 154. Lets not forget that Pac was cherry picked by Oscar because he was too chicken **** to fight Margarito.. If anything Oscar has all the leverage in the contract and Pac demand for that stipulation is very fair considering he was the one taking the risk...

You make it sound that Pac invented the catchweight. Remember even after beating Dela Hoya, people were still clamoring that he go down to 140 since 147 is not his natural fighting weight. Even at that time Pac was considered as too small for the likes of Cotto/Margarito/Mosley/Mayweather, and you know what, he still is. So demanding a catchweight against his first real test against a top natural WW is really reasonable considering that Cotto did not have problem making 145 in the first place.

There is a big difference between Pac demanding those stipulation against a change of rules in the medical program that is unprecedented, and never been discussed in the first place.

The big difference here is that Pac demanded those stipulation in the spirit of fairness, and without placing the other guy in a total disadvantage and with no su****ion that the other guy was taking advantage of him. Floyd's demand was mean spirited in a sense that his camp accused him of taking steroids first, and then practically is forcing him to take the drug test. How do you think a guy in his position would react? That's right he gave Floyd the finger and says to **** off.

If you blame Pac for making these demands, you need to blame the opponent who signs the contract to fight at a weight he's not healthy at. It's the opponent's responsibility to make sure the contract is fair for him. If it isn't, just don't sign it.
its easy to see it that way as a fan but for the opponent who may never get a chance to make that kind of money again its probably hard to walk away from the money they will be making by fighting at a lesser weight. at the same time though if people are willing to drop weight for the fight then they shouldnt complain afterwards but manny shouldnt complain about floyd changing the rules when he asks for his fair share of changes too, they both think they are bigger than boxing if you ask me and neither of them are.
