Yes and thats not a bad thing.

Clottey is a top welterweight. He hadn't been beaten clearly until he fought Pacquiao who was a bad matchup for him stylistically.

Clottey can beat anyone other top welterweight besides Pacquiao and Mayweather.

He has the ability to beat Mosley, Berto, etc imo.

Forgot he dominated Diego Corrales? Ok so Diego was out of his division, but Clottey gives ANY top WW problems. His style is meant for it. Only fighters that want to face the best and don't care have faced Clottey if you haven't already realized that. Cotto, Judah, Corrales, Pacquiao. All of them have a reputation for facing anyone put infront of them. They all faced Clottey. Most wouldn't.
