I thought pound 4 pound meant based on a boxer's skill, if they were bigger they would dominate?

So the list seems to be small guys , but cant it be big guys - saying IF they were smaller, they would dominate smaller divisions?

e.g. D Haye wss unified cruiserweight world chamption and now is HW world champion, is that not p4p?
It's obvious they can't be. Sometimes heavyweights enjoy over 20 pound advantages over their opponents, the smaller guys usually need to be right on the weight (unless their name is Guzman) and even one pound difference will be penalized if not reason enough to prevent the fight.

The question is ****** altogether. P4P is very self explanatory, it's not "pound for 2.5 pounds" or "pound for 1/2 pound".

I think if Haye unifys the HW division then he will be considered top 5 p4p atm.

not only heavyweights can theoretically be in the top10 p4p , the hw division is actually the best place to look for p4p fighters.

it is p4p by definition indeed.
but , look at haye's wins at hw : barrett and ruiz , both are not bigger than haye himself , so it is not a big p4p upset.
also : look at byrd , he was a champion twice and a top contender .
but , when was he knocked down aside from wlad and ibeabuchi , povetkin and mccline ?
as a cruiserweight ! against arthur williams.
and then as a lightheavyweight , albeit past his prime against shaun george.
so byrd could dominate bigger slower fighters at hw , but could not dominate medicore lightheavyweights and cruiserweights.

surely not more than a midget calderon whom handles bigger men as a routine.
both klitschkos do not deserve a p4p ranking as high as top10.
i guess not even not top 20.
how often do they fight against men their own size , let alone bigger men than themselves ?
actually wlad lost to smaller men 3 times.
and very much badly at that.
dawson beat future cw champ and a hw contender nowadays.
dawson also has other worthy wins , however not p4p granting wins.
dawson was yet stopped. can you say the same about wlad whom enjoys an even bigger size advantage than the ones dawson had over his opponents ?
