Cotto blatantly ducked Paul Williams twice.

Can you give me examples of those two times? Who did Cotto fight in order to duck P-Will?

To play devils advocate though he did fight Jennings, Gomez, Clottey and Urkal. They arent big draws at all.
...and I'll agree with you, but just like many fighters in the history of Boxing (Leonard, Hagler, Mayweather, Tyson, etc) Cotto won't be crucified for fighting lesser opponents here and there. Williams was an up and comer who was a huge prospect in the making, but not a star attraction just yet. Williams was still working up the ranks just like Cotto did prior at 140 before making the move to 147. Cotto himself wasn't a star overnight, he just kept fighting until he got his call. I think Williams' team were really impatient and tried to make fights elsewhere as the headliner, but they ultimately found out he's not there just yet. Him fighting and beating Pavlik IMO puts him over the top in today's scenario.

No, he fought all the top fighters. Williams might be the only exception.

Williams has the worst of both worlds, a risky fighter who brings no money. But if the answer you're looking for is "Williams would beat Cotto", then yea you could be right.
No they didnt, I was at that fight and every one was directed towards the seats they bought, we were going to try and sit in the lower level but arena workers were at the entrance of that section. Yes some times that happens for fights but dont say it was for that one because I was there live. They did it for Ward vs Kessler, there were tables all around the arena where we turned in our tickets for closer ones at no charge.

He ran to Junior Middleweight to avoid Matt Hatton.

Not really. Cotto has pretty much took on all top welters. Arguebly the best resume at WW right now to.
