As a big PBF fan I would have to say no. The Judah and Baldomir wins are decent. But even though PBF in overall rankings is better than the fighters at 147 those fighters resumes at 147 is better than PBF's resume. So in turn that makes them rank higher than him at that weight. Just because PBF is better than they are doesn't mean he should be ranked higher when they have done more than he has in that division.

His last actual fight with another Welterweight was Carlos Baldomir which was in 2006. It's now 2010 and since then fighters such as Joshua Clottey, Antonio Margarito, Miguel Cotto, Shane Mosley, Paul Williams, Carlos Quintana, and many others have all fought one another and IMO are much greater competition than either Baldomir or Zab. Floyd's goal IMO was ultimately score a fight with Oscar being he was still the money maker. The WW division wasn't as stacked as it became after Floyd beat Hatton with guys like Cotto and Margarito looming around as potential opponents but not being sure hits at the Box Office. But during that time we saw all the best WWs fight one another and it also ushered in Pacquiao who ironically ended being the ticket seller.
You have to give Floyd credit for beating Baldy because that's just who the champ was at the time. But in comparison to the flock that followed, Floyd wasn't going to risk his "0" against any of those guys because they didn't bring the money he wanted. I don't think he was scared to fight any of them, but his stock would go down much worse against someone with the namesake of Clottey's as opposed to losing to say Pacquiao who's regarded as the best in the world. Everything is a business venture for Floyd.
