the truth of the matter is...the pac vs Floyd fight fell apart because Pacquiao didn't want to take random blood tests....

HOW the **** was Floyd supposed to know Pacquiao was going to refuse??? Floyd agreed to 10 million per pound, gloves, 50-50 and all he asked was for a random blood test...if pac agreed the fight was signed, sealed and delivered......

No its not, anyone can and will cheat at any given time. No athlete is above cheating, its always the ones you least suspect and the ones that are too good to be true. Thats why testing is needed to make sure that they aren't cheating or to try to deter cheating.
