Why didn't Paul Williams fight his mandatory in Jennings instead of fighting a nobody in Kolle?

He was suppose to fight Jennings November 29th and defend his WBO belt but he chose to move up in weight and fight Phillips instead for the WBO 154 Interim title. So he fought Koelle as a stay busy.

He wanted the BIG fights at WW he couldnt get who he eanted which was Cotto, Marg, Cintron, Berto or Floyd so he moved up. Simple.

In the Cotto fight Jennings just slipped on some water in the corner and the ref stopped it early, he was just playing with Cotto.

He wasnt struggling in weight. No Welters wanted to fight him. If he was having troubles with weight he wouldnt had reached out to EVERY WW to get a fight. If he was having weight troubles he wouldnt even had mention fighting other welters.
