I suspected that during the fight it was because he was worried about getting countered based on the way he would quickly bring his hands back to his face or get the hell out of harms way immediately often never throwing more then a couple punches at a time. Then he basically said this in the post fight interview.
He was right to an extent in fighting this cautious way against a guy who's so quick and throws a ton of punches from odd angles but it got to a point that he was getting to far behind he should have taken risks if he really wanted to win whether he was going to get KO'ed or not. I'm not complaining, though, made some money off of the fight going past 9 and Pacquiao getting the decision lol
