Just as both Mosley/Mayweather have agreed to the stipulation of OST...I was only pointing that Pacquiao has not changed any commission rules with regards to the NSAC rules. The USADA rules are optional tests and therefore up for negotiations.

He changed the commission rules when he BYPASSED them to institute his own rules for penalizing fighters who come over the limit. Put Pac's nuts to the side for a sec and try to think as if you have a pair of your own.

Floyd should be smarter with his reponses. Why not let the commissioner handle the testing? He should respond, why not let the commission handle the weight penalties? Sometimes he just makes things too hard. Leonard Ellerbe can answers the questions better.
