There's a huge double standard here being set by Mayweather critics and Pacquiao supporters who are usually the same people.
The contract was accpeted by all the parties involved including the NSAC as I just mentioned. The NSAC could have refused to honor the contract becuase according to their rules a contract must be submitted 72 hours before a bout. That means they chose to honor the new contract and the new weight of 147 pound limit.

1. The Commission may refuse to honor a contract between a manager and an unarmed combatant unless it is filed with the Commission at least 72 hours before a scheduled contest or exhibition and it complies with the requirements of this section.

- Pacquiao demanded that Miguel Cotto come down to 145. Fine. Cotto could have easily walked away and said no. He didn't though. Cotto agreed.
- Mayweather and Marquez agreed to 144. The contract was later and changed to 147 only after Mayweather, Marquez, Golden Boy Promotions, and the Nevada State Athletic Commission all agreed on the new contract. It doesn't matter if it was last minute or a month's notice. Like Cotto, Marquez could have said no but he agreed. Much like Cotto he decided to exploit himself for a paycheck.
