If Pac is so fond of sanctioning rules why ignore them and fight for 147 belt at 145?

If Pacquiao is so fond of the sanctioning bodies rules why ignore the rules and fight Cotto for the 147 belt at a 145 limit then?
2. What rules exactly did Pacquiao bend or break in the Cotto fight? Did you not know Oscar vs BHop wasn't a 160lb limit (157lbs) but was still for the Middleweight title?

catchweight fights have been going on since the beginning of the sport.
that's just how it is.
catchweights are usually compromises agreed upon by both parties.
i have no problem with extra blood testing if both parties agree to it. problem is pacquiao didn't agree and that was that.
