Thats bollocks. The WBO rules say between 140 and 147. If the two fighters then agree that they will weigh in at a certain weight within that criteria,then I cant see any problem with that at all. Its covered by the very same rule that you are saying it isnt.

According to the WBO rules there is nothing to agree or disagree to, They have set it in stone either fighter can come in at anything below or at 147, I didnt see anything in there rules that states a fighter can restrict is opponent from coming in at 147.

N.B...And yes Cotto agree to it and yes 141-147 is WW..
