Well yeah, on any list that it made by a magazine or website like the ring, espn, etc. But obviously its all just based on an opinion so loads of guys who are biased towards there favorite fighter would put them top ten in there list.

But I agree with you, neither are top 10 yet.

Henry Armstrong
Harry Greb
Benny Leonard
Willie Pep
Jack Johnson
Sam Langford

They often get ranked in top 10 lists.
