pac would probably beat any cotto style oponent in history, if he fought prime chavez hed knock him out.

the question is can he do it against guys who dont come at him in straight lines, stand right in front of him, are flat footed and rely on power rather than speed.

styles make fights, pac hasnt achieved things due to PEDs, hes done it due to careful matchmaking. the blood test is just an excuse to get out of the mayweather fight, keeping up with the long trend of ducking guys with top skills, speed, and boxing IQ.

No, it was may who wanted to blood tests, its his fault that they dont fight. And Cotto was not washed up, he fought pretty well against Pac, was in great shape and was faster than before but it wasnt enough.
