Thats not true, Freddie Roach made it clear that Pacquiao wouldn't fight cotto at 147 period. Cotto made it clear that if he fought at 145lbs it wouldnt be for the title. Cotto's belief was he held the welterweight title and he shouldn't have to fight for his title at 145lbs. That's what they mutually agreed on. Then the WBC sanctioned it as a title fight, (which not to many people expected , because Cotto had a legitimate reason for not wanting to put his title up).

Pacquiao didn't change the rules but he added to them too by demanding a 10,000,000 clause in his contract. I know one thing though, Mayweather asking for olympic style drug testing doesnt seem like he was reaching for an excuse to not fight Pacquiao now that Pacquiao's refusing to accept. If anybody feels that way i have 2 question's you pac-tards can answer for me. Unless Mayweather is Jose Canseco and he has the behind the scene's dirt on boxing; how did mayweather know that after he agreed to all of Pacquiao's demand's (50-50 purse split, which size gloves, 10 mil per pd over weight) that Pacquiao was going to refuse. My second question, if you believe that mayweather was/is ducking pacquiao because he asked for this style of drug testing, (that he also would be taking too) and he signed his contract. Do you look at Pacquiao as a being a possible cheat or being afraid to fight mayweather because he's not willing to subject himself to a 2cc's of blood (per random visit) and he wouldn't sign his contract. Can i hear AMEN if you agree, or a logical response as to why it works one way with this assumption and not the other.

Cotto, for the welterweight title, you have to weigh in at 145lbs.
      Has that never happened before?

Yes, many fighters have agreed terms in their contracts that are contrary to the normal rules of boxing, not only Pac and not only Mayweather - which is why Arum's claim that it's never happened before is so imbecilic.
