Because that's the stipulation for him to enter the tourney...having all of his preliminary bouts in Oakland...MAN, It's SHOWTIME! - not Sky, not ARD, not Viasat who promotes the whole tourney in first place - certainly they want to build an American youngster into a superstar...though, if a foreign boxer can overcome the odds and beat them US fighters, he's earned the superstar level on the world stage...

There was a couple headbutts but yeah, Ward dogged him out in that fight...I was pretty impressed with his perormance

The original judges for the bout were all from California.

Then Sauerland said "hold on a minute, isn't this a bit unfair?"

The judges were then changed.

Originally, they had all three judges from California. Only after Sauerland protested to the WBA, they replaced two of them with judges from neutral countries.
