I'm guessing it means that the stuff is supposed to make users more resilient to effects of taking damage. Of course the bullets won't bounce off.

My idea of a solution - make sure no weird stuff gets to the fighter. For a fight of this magnitude, I'd think it shouldn't be too big of an issue. Just get it done. Doesn't seem like it would happen w/o there being proof that Manny isn't on anything.
