If Cloud beats Johnson really impessively or stops him I think he should be ranked over Dawson if you want my opinion. Having a belt > not having one. Especially when you acheived it because a guy is scared to death of you. If Dawson stays inactive like he is and Cloud fights Johnson, he is gonna be fresher in the minds of boxing fans and it might be Cloud that gets the lion's share of the money if the fight goes down. All Dawson has to do is wait for the outcome of the Cloud-Johnson fight and if Cloud wins, fight him for the Ring title. It's simple stuff.

Your point about inactivity is nonsense. By the time of his next fight (April) Cloud will have been inactive for 8 months. By the time of his next fight (June) Dawson will have been inactive for 7 months.

Cloud fought once in 2009. Dawson fought twice in 2009.
