The OST request were used to apply pressure in order to get an upperhand on the negotiation process and totry to disrupt Pac's mindsed and training. (Obviously Floyd doesn't feel it would bother him). Pac didn't refuse testing, he just refused testing on Floyd's terms, thats why he tried to negotiate those terms. Floyd aint about true OST, otherwise, he never would have negotiated any cutoff dates because true OST has no cutoff dates. He just wanted to disrupt Pac and his camp.
