why didn't PAC implement the same weight penalty on clottey?

I ask because clottey is KNOWN for coming in overweight. he has trouble making 147. he has come in overweight multiple times. PAC threw a 10 million per pound penalty at mayweather claiming that mayweather for the first time came in overweight in his last bout. mayweather ACCEPTED with open arms. but clottey, who has a LONG LONG history of making weight doesn't have the same weight penalty that PAC threw at mayweather? I DON'T GE IT? am I Missing something? what the hell is going on with that team PAC?
