why didn't PAC implement the same weight penalty on clottey?

Floyds guarantee for the Pac fight was 20mil.....so the penalty was 50%. Lets be conservative and say he would make $30 mil.....its still approx 33% of his total purse.
So why isn't Pac asking for a penalty of 1.65 mil per pound over for Clottey????
Pac was scared of Floyd and didn't want it....hence all the bull**** excuses.Comment

That may or may not be true.....however lets remember Floyd may have been 2 pounds over the agreed weight of 144....so he was 146.........whats the welterweight limit again????
Floyd has never come in above the welter limit of 147......he came in above a "catchweight" limit of 144.........so why were Pac and Roach so worried???............it's not like Floyd has ever come in over 147 at the weigh in for a welterweight fight.....hell most of the time he dosen't go past 150 even on the night of the fight......Clottey rehydrates to above 160....why no punitive penalty for him to make sure he comes in at 147?????
The $10 mil per pound penalty was clearly designed so Floyd would reject it and they would have a convenient way to get out of the fight.........this was done for one of 2 reasons:
1. Pac does not want to fight Floyd.
2. Pac does not want to take random tests.Comment
