For one, I don't think Pacquiao would lay a hand on Sweat Pea on the other hand, Sweat Pea wouldn't be doing jack offensively to win---so I'd say Pacquiao by UD simply on activity.

I think any pure boxer will give Manny problems. In this case, I see Sweet P doing just that. We think Floyd is hard to hit, Sweet was too. As a kid, I would just be amazed at how he would slip, duck, roll under, and make guys miss. Plus, my pops knows Sweet P, I even have his autograph, so I'm a bit bias for Pernell.
