Williams fought Quintana, Margarito, and Matthysse. Was blatantly ducked by Cintron and Berto, whose managament said he is out of the question and they would drop a belt if they were forced to fight. He was blantantly ducked by Cotto, who was supposed to fight the winner of Margarito - Williams. He was later on ducked by Margarito in a rematch, when he took less money to go get his ass beat by Shane Mosley.

Williams is definitely in the upper echelon of WW not only based on his performances in the division, but on the actions of the other top dogs in the division, who openly froze him out.

Who has Manny fought to be number 2 at WW? A weight drained Cotto? LOL

You could paraphrase it for Pacquiao and ask if he shouldn't fight at Welter first before being in such a list, but anyways, for what it's worth:

Obviously those four are all very close, and everyone has question marks about their ranks.

Williams is not a welterweight at the moment for me, if he'd be, I would have no idea on how to rank him, to be honest.

What made you think that Mayweather should be rated as a welterweight when he has not fought any welterweight or decent welterweight since he retired two years ago .JMM is not even a jr welterweight.

If you are a boxer and a welterweight and fought 2 or three fights and won between the period Mayweather was in active.Won't you get offended if he return and fought someone from a lower division and then suddenly was rated ahead of you?.
