          The big question is who would pay for the implementation of ost in boxing? Someone said the promoters but I'm sure those guys would be against it for two reasons:
          1: They would have to pay for it
          2: They know that some of thier fighters are using it

            Mayweather already said this will be an easy fight, that Pacquiao is one-dimensional. Floyd Sr. even added that Lil Floyd would whoop Pacquiao's ass roids or no roids.

            The issue has gotten out of hand, it is all over media even before negotiations began, Pacquiao is in no position to say "yes." If Pacquiao beats Mayweather, people would say he juiced up because of the 14-day window, if Pacquiao lost, people would say it is because he wasn't able to use PEDs. Even if Pacquiao tested clean, the allegations will not go away.

            Mayweather on the otherhand has a win-win situation. If he lost, he's got an excuse...Pac was able to use the 24-day window...he can demand for a rematch and another big payday. If he won, he beat Pacquiao under any circumstances...he gets a big payday, and a name to secure his legacy, while Pacquiao will still be dealing with the malicious allegations. - the question is, with this win-win situation, why didn't Mayweather agree on the 24-day cut-off?

                And the irony of Floyd starting at the same weight as Pac, yet coming up higher in weight, yet Oscar didn't demand a single blood test, in the Super Bowl of boxing.

                What Pac agreed to is above and beyond what was required of him.

                      The commisions. They may have to take a bigger cut from the fights but they alone have the power to say what needs to be done to hold a fight. this of course would have to mean joint actions between all of them which is difficult but the only way.
