It's pretty simple. Neither fighter wanted the fight in March but neither fighter would come out and just admit that knowing the reaction. That's why fighting at 154 and 10 million per pound over weight ever came up. Both Mayweather and Pacquiao were setting up far fetched demands trying to get the other to disagree and kill the fight. Mayweather might not have known random blood testing would cause this kind of reaction from Pacquiao's side, but the whole insinuation of requesting random blood tests is that Pac is cheating, which he knew would anger Pacquiao. It did, and it also gave Pac the "he's insulting me, I refuse to agree to outrageous demands" angle he is currently using. Both fighters bitched out because they don't want the fight in March. For Mayweather he can make Pac look like a cheat who doesn't want a real PED test, and for Pac it makes Mayweather look like a ducker asking for tests he has never asked anyone else for and no one else ever takes.
Just watch, when the two sides start negotiating later this year it will go much smoother, I'd be shocked if they don't end up fighting by the end of the year. None of this will be an issue.
