Impossible. That is way too high for Pacquiao. At his best weight class, Light Welterweight, Pacquiao would be lucky to make the Top 20 All-Time. P4P, he has no hope to make the Top 5, or even Top 30. Some people could have him in the Top 100, but only based on the fact that he is good at many weight classes, not on skill in any 1 weight class.
