What is wrong with a week before the fight? Manny has tattoos done about a week before fights (so don't give that rubbish about him being scared of needles), and he cannot possibly actually be weakened by losing a tablespoon of blood (so that cannot be the reason) for more than a couple of minutes at most, forget 2 days. Hence, blood testing up to 2 days before the fight should be allowed. But 5 days should be a cut-off.
Nonetheless, 12 or fewer days would work by my estimation. That way, Manny will only be able to use the HGH once (right after the test), and even then, taking it that close to the fight is risking the drug showing up in the post-fight testing.
He is certainly on drugs. Until and unless Pacquiao comes out clean in such drug tests, or at least provides a reason that he cannot do the tests 2 days before the fight, he should be considered guilty.Comment

I think you guys are all missing my point
My point is that if manny agrees to the 14 days before the fight cut off and stipulates at least $1mill for testing clean win lose or draw and Floys still doesnt agree then that will settle the whole he said she said
to me it would be obvious that Floyd doesnt want the fight
