What that means is there's something to do with testing Arum is avoiding this year.No one knows for sure what it is that's happening but Arum doesnt want a test for some reason.No one turns down that money for reasons being given at the moment

first the "deadline" was last Thursday, then this Monday, then a new opponent for Manny was to be announced yesterday. Now after all these deadlines have passed Bob "doesnt think the fight will get made?". Nice job actually taking a position. Either make the fight or move on already.
