Any sane and non-bias person can see that it's Manny Pacman that is actually stopping this fight from happening. I am just a neutral boxing fan speaking on what i've seen.

Manny wanted cotto at 145, and only allowed cotto to gain 5lbs the day after the weigh in he got it. He wanted 8oz gloves he got it, he wanted cotto fined 1 million $ for each pound he weighed over 145. Now Mayweather wants random blood and urine tests, and manny starts bitching about it!! Mayweather is also going to take the tests too. If manny doesn't have anything to hide, then it should be no big deal!!

Floyd's camp is not deciding any rules and requirements. What he is asking has nothing to do with the Nevada Commission or boxing in general. He is asking his opponent in this one particular fight to agree to a particular stipulation, just as Pac's camp asked him to agree to a stipulation about a $10 million penalty for coming in over the weight limit. The NSAC doesn't have a rule about a fighter paying a huge penalty for being over the limit, nor does any other commission, but Pac still wanted it in the contract. A stipulation is not a rule and is not enforceable upon anyone except the parties agreeing to the stipulation for a particular fight.
What Arum is proposing is not fair. It would be in the best interest of Pacquaio only. He knows that and that is why he proposed it. If Pac agrees, that doesn't mean that every boxer who ever fights in the future will have to be subject to random blood tests. It simply means that Pac and Mayweather will submit to them voluntarily for this contest.
