Dude, don't be an ass to yourself. Pacman will fight any opponent loaded with roids or not, as long as they passed the NSC test. Its just a simple rule to follow. USADA is not on the rule.
I'm trying to figure out why Pacquiao is refusing random testing. If Manny is indeed on some sort of illegal drugs, two possible reasons come to mind:
1) Pacquiao still has traces of PEDs in his system that need weeks to disappear. If he signs the fight today, officials will come knocking on his door tomorrow for a blood sample. If this is true then Pacquaio will need to delay the March 13 date until the PEDS clear from his body. This situation is probable.
2) Pacquiao is so dependent on PEDs that he refuses to fight Mayweather if he can't take steroids. Apparently his raw skills are not sufficient. This is a sign of cowardice, something not attributable to Pacquiao.
If Pacquiao is definitely not on PEDs the only reason he's refusing random blood samples is that he doesn't want to give in to Mayweather's mind games. He may feel the allegations are an insult and that permitting random tests will just conflict with his intense training regimen.

Because Pacquiao is an uneducated dude from a 3rd world country that thinks having blood taken is unnatural and 'weakens' him.
You might think it sounds crazy, but in Africa they think sleeping with a ****** cures AIDS. Not every country is as well educated as America, UK, etc.

Pac and Freddie are clearly in the middle of a psywar with the Mayweather camp. But I think there is another side to this issue that has not been fully explored. I have seen video interviews of Pac agreeing to the blood testing, just not days before the fight. Roach has also been quoted to say that he will not agree to Pac being tested on fight week. Clearly, then, there is a willingness on the part of Pac and his trainer to go through the blood tests, even though they are asking for certain date and time limitations.
Arum, on the other hand, has been insistent on no testing beyond that mandated by the state athletic commission. And based on Pac's recent statements, it appears that Bob has won out.
It is no secret that the suits are in the middle of a war even bigger than that of the fighters. A small part of it may involve Pac's contract, but it is also about which side will hold sway over boxing, GBP or Top Rank.Comment

youll never understand manny if you are not filipino, a bad stare with filipinos can cost life what more if its accusation. manny challenged floyd mano y mano. its a "culture" thing, pride and honor. the more you accuse a filipino the more he will defy you, he will never bow down. you have to tie him down and force him to give blood. to filipinos, the accuser already offended by accusing why should he still bow down to him. the accuser should be the one to prove the accusation not the other way around. in early times, in the philippines, an accusation means a challenge, duel to death. americans do not understand that, thats why most often americans are branded as arrogant because they think and believe that other nations should do what americans do most do not respect other culture or ****** not to know.I'm trying to figure out why Pacquiao is refusing random testing.
