No athlete is above using PED I do not care who they are or what they seem to be, any athlte who strongly fights better testing is a huge red flag.
I do not see anything wrong with what was asked, and Manny can say no but turning down the biggest fight in atleast a decade over stronger drug testing is not a very good look.
If something changes, there is always a first time..... maybe this will change boxing and the way they do testing or at least one hopes.

You dont negotiate with the commission, You do it with your opponents team, Team Pac didnt have to negotiate with the commission to fight cotto at 145 for his 147 belt.
