The tests are unprecented in the sense that no one besides Team Mayweather ever felt the need to implement additional testing, and the fact that Pacquiao has never tested positive for any illegal substances.As far as "forcing Pac to take unprecedented tests"...well, wouldn't Floyd be taking them too? I swear, if I couldn't stand that excuse-making ****** I'd applaud him for agreeing to do this. But let's be honest, the only reason why he's asking for this is because he knows Manny is juicing. Everyone does.
I could understand Team Mayweather wanting to do this in a fight with Shane Mosley, who has admitted to using performance enhancing drugs in the past. But their argument for having additional tests is baseless, really. The base of their argument in a nutshell is that they can't believe that Pacquiao has performed the way he has recently naturally.
That isn't much of an argument at all if you ask me.
Which leads to my next point - for the millionth time, this rumor didn't start with Mayweather Sr. He was just the first to say it in public. This rumor has been going around for over a year and Roach has been in the center of these whispers for even longer. Floyd Sr didn't just make that up from nowhere. And everything that's occurred since should show you that.
Rumors are just that. Rumors.
What's sad is that Team Pacquiao is somewhat validating Floyd's accusations by refusing the test...which IMO, is the entire motive of the additional testing from Team Mayweather.

Floyd is taking the same test too, but let me ask you this.. Who would have to work harder in the fight, Floyd or Pac. I mean you saw their previous fights. The sustained pace of Pac fights is higher compared to Floyd.. I mean Pac would need to exert more energy than Floyd. Just the fact that Pac is giving up a physical advantage in terms of height and reach is already a concern with team Pac. They want Pac to be 100% conditioned for the fight, and this blood test is nuissance that is intrusive to Pac's training. And team Mayweather knows this...Comment

No one here is qualified to say why they are refusing to test, but the fact that this is just another part of the negotiations, and we couldn't have expected things to just fall into place that easily.
Not with a fight of this magnitude, and definitely not with these two fighters.
Just look at their past few fights, and all of the hooplah in the negotiations in those fights.Comment
